What is medical assistance?

Medical assistance is mainly achieved in three forms: First, direct cost relief, such as exempting registration fees and inspection fees; second,Special relief fund, providing one-time subsidies for patients with serious diseases; thirdly,Medical insurance policy tilt, such as increasing the reimbursement ratio or canceling the minimum payment line. For example, my country's "Interim Measures for Social Assistance" clearly stipulates that full assistance for the hospitalization expenses of extremely poor people will be provided. Some regions have also launched "one-stop" settlement services to simplify the application process.

Implementation mechanism of medical assistance

Local governments usually adopt the "government-led + social participation" model. For example, Zhejiang Province has established the "Zheli Rescue" platform to realize multi-sector data sharing, and Beijing has supplemented the government assistance gap through the "Charity Medical Assistance" project. Designated medical institutions need to set up rescue windows and implement "diagnosis and treatment first, payment later" for eligible patients. The Red Cross Society of China and other organizations also carry out special relief programs such as the "Angel Sunshine Fund".

The social significance of medical assistance

Medical assistance effectively prevents the phenomenon of "poverty due to illness and return to poverty due to illness". According to statistics from the National Health Commission, the medical assistance policy in 2021 will benefit approximately 20 million people in need, and the actual reimbursement rate for hospitalization expenses will reach more than 75%. In the future, it is necessary to further expand the scope of covered diseases and strengthen the connection with other medical security systems, such as the commercial insurance supplementary mechanism. As Professor Li Ling, a well-known medical reform expert, said: "Medical assistance is the bottom line of social security and reflects the warmth of social fairness."
